Urban and Rural Service Provider Costs of Hiring and Training Direct Service Staff (for 3-month period). There was a total of 14 providers. 5 were urban and 9 were rural. The average hiring costs for all providers were $1,000, the median costs were $717 and the range was $129 to $3,685. The average hiring costs for urban providers were $1,085, the median costs were $730 and the range was $129 to $3,685. The average hiring costs for rural providers were $811, the median costs were $706 and the range was $132 to $2,627. The average new-hire training costs for all providers were $620, the median costs were $600 and the range was $56 to $2,627. The average new-hire training costs for urban providers were $608, the median costs were $502 and the range was $56 to $2,130. The average new-hire training costs for rural providers were $630, the median costs were $721 and the range was $75 to $2,627.
