Montana Resources:

AARP – Montana Chapter

Aging and Disability Resource Centers promote the integration of long-term care information and referral services, benefits and options counseling services, and access to publicly and privately financed services and benefits for those in need of long-term supports and their families. 43 states have ADRCs that serve older adults and individuals with disabilities. In Montana these are:

A.W.A.R.E., Inc. (Anaconda) Delivers disability services for Montanans with challenging mental health, emotional and in some instances, physical disability needs who otherwise would be served in a more restrictive setting or perhaps not served at all.

BSW, Inc. (Butte) Provides individual plan coordination, intensive services, social activities, job development, community living, transportation, day services, community employment and community supports to individuals in Butte, Dillon and Anaconda who have vocational handicaps resulting from physical, developmental and/or psychological disabilities.

Child Development Center (Missoula) Provides family education and support, respite and a respite house, evaluation and diagnosis, Part C Early Intervention Family Education & Support, Intensive Family Education & Support, Intensive Supported Living, PASARR/MR Evaluation & Specialized Services.

Choteau Activities is a small, private, non-profit corporation in Choteau which provides work activity, day program, community homes, transitional living, independent living and transportation services to adults with developmental disabilities.

Community Option Resource (COR) Enterprises (Billings) Career Guidance Center provides work opportunities for individuals who have difficulty obtaining or maintaining jobs due to occupational barriers. Services include assessments, training, real-work situations, supported employment, anger management, driver’s education, personal and social services, and direct placement services. Also provides supported living and community support services for those in need of in-home support.

Consumer Direct Personal Care (Billings & Missoula offices, but coverage is statewide) allows individuals of any age with health care needs to remain in their homes and communities and to avoid placement in an institution. This program is for individuals who are capable of directing their own personal care services or appointing a Personal Representative to act on their behalf. Program requirements include: eligibility for Montana Medicaid; need for assistance with activities of daily living; need for assistance with instrumental activities of daily living; authorization by a health care professional that assistance is necessary; and completion of an assessment for placement in the program.

Counterpoint Inc. (Livingston) is a private, nonprofit corporation that has provided services to adults with disabilities in Park County since 1976. Counterpoint provides residential, vocational and transportation services to approximately 30 adults with disabilities who meet eligibility for funding through the Developmental Disabilities Program or who are referred by Vocational Rehabilitation.

Developmental Educational Assistance Program (Miles City) is a private not for profit corporation that provides family education and support, residential, and crisis intervention services to families whose children are birth to 18 years of age and adults. Services are provided in 28 eastern Montana counties. The main office is located in Miles City with satellite offices in Glendive, Lame Deer and Colstrip.

Easter Seals/Goodwill, Northern Rocky Mountain (Great Falls) Provides day care and preschool services to children with and without disabilities; serves adults with developmental disabilities, the elderly and adults with medical or physical disabilities; provides clinical services, including case management, home health care, home care, private-duty nursing, psychosocial rehabilitation, mental health counseling and case management and hospice; provides job-training and transitional employment for people with disabilities or other barriers to employment to assist them in finding and keeping a job; and provides free information and referral services, educational programs and durable equipment loans.

Hi-Line Home Programs (Glasgow) Provides adult supported living and community supports.

Job Connection (Billings) Private, non-profit corporation provides supported living services.

Mission Mountain Enterprises (Polson & Ronan) Provides personal and social services, and group home, apartment, roommate, home rental, and home ownership living arrangements for people with disabilities, based on each individual’s preferences, abilities and strengths, needs, and life span issues.

Missoula Developmental Services Corporation Operates seven group residences located in typical neighborhoods and offering a variety of experiences and options for residential living. Services are provided 24 hours a day, 7 days a week. MDSC also provides day services, with instructional emphasis on vocational skills, and including communication, survival skills and specialized therapies.

Montana Adaptive Equipment Program offers adaptive equipment services to Montanans with developmental disabilities. Services include an equipment recycle program, equipment loan, purchase of new equipment, and professional evaluations for determination of appropriate adaptive equipment.

The Montana Center for Inclusive Education (MCIE) The Montana Center for Inclusive Education is a unique public service unit of Montana State University Billings that operates a number of externally funded projects. The center serves the diverse population of Montana and provides continuing professional development opportunities for educators and direct service providers.

Montana Council on Developmental Disabilities:

Montana Department of Commerce: Disabled Accessible Affordable Homeownership helps Montanans with mobility impairments acquire affordable, architecturally accessible homes. To qualify, the eligible homebuyer, spouse, child or parent must have a permanent mobility-related physical disability, an annual income not exceeding $30,000 or total family assets exceeding $50,000, and must be a first time homebuyer or have a non-accessible home purchased prior to the disability. Interest rates vary from 2.75% up to 6%, depending on the buyer’s annual income.

Montana Department of Public Health and Human Services (DPHHS)

Montana Fair Housing Full service, private, non-profit organization dedicated to the reduction and eradication of housing discrimination in Montana. Serves Montana housing providers and consumers and responds to inquiries and discriminatory housing complaints. Provides information and support to consumers and industry representatives, investigates allegations of housing discrimination, counsels victims of housing discrimination and assists them in filing federal and state complaints.

Montana Home Choice Coalition is a group of Montana citizens; advocates; disability service providers; federal, state, tribal, and local agencies; the housing finance community; realtors; and the home-building industry working to create better community housing choices for all people with disabilities. A.W.A.R.E., Inc. serves as the Coalition’s lead coordinating agency.

Montana Housing Reference Guide (PDF format) from the Montana Department of Commerce

Montana Housing Search is a statewide database for renters and owners of rental properties. Detailed, current information includes interactive maps and photos. Users can search for properties that meet their specific needs and assistance is available by phone, mail, fax and e-mail. Landlords and property managers can add, update and remove listings.

Montana Transit Association

Montana Universal Newborn Hearing Screening Program Assures that all infants receive screening for hearing loss before hospital discharge, or by one month of age if the infant is not born in a hospital.

MonTECH: Montana Assistive Technology Program Provides information on assistive technology and an Equipment Loan and Exchange service for durable medical equipment, daily living aids, and state-of-the-art electronic aids.

Opportunity Resources (Missoula) Provides a wide array of supports to people with disabilities, including supported employment & placement, group homes and supported living, social programs for seniors with disabilities, art and recreation opportunities, transportation, individual consultation for services, and case management.

Partners in Home Care (Missoula)

Quality Life Concepts (Great Falls) Serves Cascade, Chouteau, Teton, Pondera, Liberty, Glacier, Hill, Toole, and Blaine Counties. QLF has satellite offices in Conrad, Havre, and Shelby. Group home services are available in Great Falls and Conrad. Supported Living is offered in Great Falls, Conrad and Shelby (and is available in each county served). Community support services are provided to individuals living in family homes, group homes, apartments, and their own homes.

Reach, Inc. (Bozeman) is a private, non-profit organization that serves adults in the Gallatin Valley with various disabilities. Reach provides vocational and residential community supports for people with developmental disabilities and survivors of traumatic brain injuries.

Regional Access Mobility Program (RAMP) of Montana is a nonprofit charitable organization which builds interior and exterior wheelchair ramps and other accommodations for accessibility. Services include installing grab bars, widening doors, installing accessible cabinets, installing stair lifts and elevators, and modifying electrical and plumbing systems.

Region IV Family Outreach (Helena) Provides Family Education & Support services, Federal Part C Early Intervention services, General Fund services, and Family Education and Support- Intensive to 12 Southwestern Montana counties.

Resource, Support & Development, Inc. (RSD) (Billings) operates Billings Training Industries-West, Billings Senior Activity Program, Lake Elmo Group Home and Kathy Group Home in Billings, Recreational Adventures & Vacation Experiences (R.A.V.E.), Beartooth Industries/White Group Home and Cooper Group Home in Red Lodge, Snowy Mountain Industries/Snowy Mountain Home and Snowy Mountain Apartments in Lewistown, and Big Horn Industries/Crawford Group Home in Hardin.

Special K Ranch (near Columbus) Christian residential program serves adults, ages 18 and older, whose primary disability is mental retardation and who may need to live within a supportive community all of their lives. Residents must have at least basic self-help and communication skills. Special K Ranch serves 24 people in six separate residences.

Spring Meadow Resources (Helena) Provides vocational services that result in paid employment at a fair wage or in volunteer positions in the community. SMR manages six adult homes in the Helena area and provides supported living (independent living) services to people who live in their own homes. A senior day program is available for people aging with developmental disabilities. The Creative Activities Program is a component of the Day Programs for all adults with disabilities, along with a blind/low vision component, and the community volunteers component.

Support and Techniques for Empowering People (STEP, in Billings) Non-profit corporation offers home based services to children and adults with developmental disabilities and their families in 11 south central Montana counties. Services range from least to most restrictive for all age groups, and service delivery is always based upon individual strengths, needs and personal choice. Services are funded through state and federal dollars and are offered to eligible persons and families at no cost. Offered to the community at large is the Lifespan Respite Program that serves as a “hub” to link respite workers and resources with any family in need. In addition, STEP facilitates various activities designed to provide the public with general information about disability issues, and opportunities to get involved. Some of these activities include Empathy Training (to teach disability awareness), public presentations and the “Respitality Program”.

Westmont Independent Support Services (Helena) Provides vocational, residential, supported living, supported employment, and respite services.

YWCA (Billings) Supported Living Program provides residential services to men and women with developmental disabilities in their own homes and apartments and family homes. Services include assistance with grocery shopping, meal planning, cooking, cleaning, making medical appointments, managing healthcare regimens, participation in leisure, recreational and social activities.

LIFTT staff, most of whom have disabilities, serve as mentors to people as they work to achieve the goals they have set for themselves.

AARP Home Design Resources Lists Certified “Aging in Place” Specialists, profiles “livable” communities, has tips and checklists for making homes accessible and safe.

American Occupational Therapy Association Occupational therapy is skilled treatment that helps individuals achieve independence in all facets of their lives. Occupational therapy helps people develop skills necessary for independent and satisfying lives.

Assisted Living Federation of America Seniors and family members can locate assisted living facilities from this web site and learn more about long term care options.

Association for Positive Behavior Support International organization dedicated to the advancement of positive behavior support and application of this approach with children, adolescents, and adults who have problem behavior.

Association of Programs for Rural Independent Living provides leadership and resources on rural independent living. As a national membership organization, APRIL is dedicated to advancing the rights and responsibilities of people with disabilities in rural America by serving as a center of resources and by leading systems change.

Association of Travel Instruction supports providers of travel instruction for the purpose of teaching people with disabilities and seniors to travel safely and independently.

Canine Companions for Independence trains service dogs, skilled companion dogs, facility (educational, health, psychiatric, etc.) dogs, and hearing dogs. Also provides placement, training and follow-up for clients with disabilities.

Center for Housing and New Community Economics. Improves and increases access to integrated, affordable, and accessible housing coordinated with, but separate from, personal assistance and supportive services. CHANCE offers alternatives to approaches that segregate, congregate, and control people with disabilities.

Center for Universal Design National research, information and technical assistance center that evaluates, develops and promotes universal design in housing, public and commercial buildings, and related products.

Clearinghouse for the Community Living Exchange Collaborative provides information and training and technical assistance to state and territorial recipients of Systems Change Grants for Community Living.

Community for All Tool Kit: Resources for Supporting Community Living (PDF format), Web-Based Version 1.1, August 2004. This Tool Kit is a product of the following collaborators:

Concrete Change International organization dedicated to making all homes “visitable”. Visitability means: A friend or family member with a physical disability can easily visit you in your home; basic accessibility features are integrated into all newly built, single-family housing in an affordable, sustainable way; emphasis is on the most essential access features, such as exterior entries and interior doors; and widespread construction change can happen more quickly.  Also visit the Concrete Change Facebook page.

Cornucopia of Disability Information. CODI serves as a community resource for consumers and professionals by providing disability information in a wide variety of areas. The information addresses local (Buffalo & Western New York), state, national and international audiences.

Corporation for National and Community Service

Creating Livable Communities National Council on Disability report identifies barriers to developing livable communities and solutions for overcoming these barriers.

Dating4Disabled website for individuals with physical and sensory disabilities to meet others through forums, a dating service, private chats, and blogs. Membership is free and members can network internationally.

Department of Housing and Urban Development (HUD) .

  • Moving to Work Demonstration Program allows public housing authorities to design and test ways to promote self-sufficiency among assisted families; achieve programmatic efficiency and reduce costs; and increase housing choice for low-income households.
  • Department of Housing and Urban Development – People with Disabilities Section 504 of the Rehabilitation Act of 1973 (Section 504) prohibits discrimination on the basis of disability in programs, services and activities that receive federal financial assistance. Web site provides resources that inform persons with disabilities about their rights under Section 504 and related statutes, the exercise of those rights, and information and resources available from HUD. Also provides recipients of HUD financial assistance with information regarding their obligations under Section 504, an overview of relevant regulatory provisions and information about steps they may take to ensure that they are in compliance.

Disability.gov One-stop online access to disability-related resources, services, and information available throughout the Federal government.

DO-IT (Disabilities, Opportunities, Internetworking, and Technology) Program is based at the University of Washington. It increases the participation of individuals with disabilities in challenging academic programs and careers in science, engineering, mathematics and technology.

Eldercare Locator provides home and community-based services to hard-to-reach older persons. Among these services are nutrition, such as home-delivered meals or meals served in congregate settings, transportation, legal assistance and health promotion counseling and training. This National Family Caregiver Support Program focuses on those caring for family members who are chronically ill or who have disabilities. The program also helps those who are caring for younger family members, such as grandchildren and those with mental retardation or developmental disabilities.

Emergency Evacuation Preparedness: Taking Responsibility for Your Safety. National Caregivers Library Resources for people providing care for elders and those with disabilities and chronic illnesses.

Family Caregiver Alliance Provides information, education, services, research and advocacy programs to support and sustain families caring for loved ones. The website has fact sheets, audio archives, referrals, newsletters, issue briefs and reports. The Caregiving Across the States map allows state administrators, policy makers, and caregivers to access state data from an interactive database.

Federal Transit Administration Ensures the availability of a transportation system that is accessible, integrated, and efficient, offers flexibility of choices to riders, and enhances community living. Improves services for low-income, elderly and other transit-dependent travelers including people with disabilities.

CDC Healthy Housing Reference Manual website from the Centers for Disease Control and Prevention offers health and safety tips about home structure and land, and things you can do at home to protect your health and lower your risk for the leading causes of death. You can search for tips
by room, by topic, for a green home, or for specific audiences.

Healthy Places website from the Centers for Disease Control and Prevention provides resources for designing and building communities that improve the quality of life for all people who live, work, worship, learn, and play within their borders — where every person is free to make choices amid a variety of healthy, available, accessible, and affordable options.

Home Mods.org promotes aging in place and independent living for persons of all ages and abilities. The program offers training and education opportunities for professionals who wish to respond to the increasing demand for home modification services.

Home Wheelchair Ramp Project, Making Homes Accessible: Provides How to Build Wheelchair Ramps for Homes, a manual of design and construction for modular wheelchair ramps. This manual includes information about ramps and long-tread low-riser steps to improve safe home accessibility.

Housing Assistance Council This national non-profit organization works to improve the availability of decent, affordable housing in rural areas of the U.S. by helping local organizations build affordable single- and multi-family homes for low-income people . HAC emphasizes local solutions, empowering the poor, reducing dependence and using self-help strategies such as “sweat equity” construction.

Institute for Human Centered Design Educational non-profit organization committed to advancing the role of design in expanding opportunity and enhancing experience for people of all ages and abilities. Adaptive Environments’ work balances expertise in legally required accessibility with promotion of best practices in human centered or universal design.

Institute on Community Integration Based at the University of Minnesota, the Institute improves community services and social supports for individuals with developmental and other disabilities, and their families through research, professional training, technical assistance, and publishing.

Kansas Personal Assistance Supports and Services (K-PASS) Self-Direction Toolkit: A Comprehensive Guide to Assist Individuals in Self-Direction Provides information and tools that people with disabilities need to hire personal assistants and manage their PA supports and services. The toolkit includes job descriptions, training information, emergency back-up plans and other useful resources.

National American Indian Housing Council supports tribal housing agencies in their efforts to provide culturally-relevant, decent, safe, sanitary, and affordable housing for native people in American Indian communities and Alaska native villages.

National Association of Home Builders Research Center

National Center for Assisted Living

National Clearinghouse for Long-Term Care Information Information to help people understand, plan for, and finance long-term care.

National Council on Independent Living Oldest cross disability, grassroots organization run by and for people with disabilities. NCIL represents over 700 organizations and individuals including: Centers for Independent Living (CILs), Statewide Independent Living Councils (SILCs), individuals with disabilities, and other organizations. (NCIL) is a membership organization that advances the independent living philosophy and advocates for the human rights of, and services for, people with disabilities to further their full integration and participation in society.

National Family Caregivers Association educates, supports, empowers and speaks up for the more than 50 million Americans who care for loved ones with a chronic illness or disability or the frailties of old age. NFCA reaches across the boundaries of diagnoses, relationships and life stages to help transform family caregivers’ lives by removing barriers to health and well being.

National Low Income Housing Coalition. Dedicated to ending America’s affordable housing crisis. NLIHC educates, organizes and advocates to ensure decent, affordable housing within healthy neighborhoods for everyone. NLIHC provides up-to-date information and public education on housing needs, and formulates policy and the strategies for solutions.

Multiple Sclerosis Foundation Provides support group directory, toll-free helpline, internet helpline, library, home care assistance, assistive equipment and online forums: “Ask the Doctor”, “MS Friends Peer-to-Peer”, and “MS Frontiers” (for travelers with MS).

Personal Assistance Services Center Provides research, training, dissemination and technical assistance on issues of personal assistance services (PAS) in the United States. PAS refers to help provided to people with disabilities to assist them with tasks essential for daily living, including bathing, dressing, getting around, toileting, eating, shopping, remembering things, and other activities.

Project Civic Access U.S. Department of Justice, Civil Rights Division: First Steps for Cities and Counties Toward Solving Common ADA Problems.

Rural Caregivers Comprehensive site features resource materials, caregiver organizations, disability organizations, diagnosis-specific organizations, support groups, state and regional resources, and resources on finances, living arrangements, accessibility, and emergency preparedness.

Rural Housing and Community Facilities Program is a US Department of Agriculture agency which provides information and resources on homeownership, renovation, repair, and rental assistance to older adults, low-income and rural residents with disabilities.

Surgeon General’s Call to Action to Promote Healthy Homes outlines simple steps to prevent many diseases and injuries caused by health hazards in the home.

The Arc’s Medicaid Reference Desk is a tool to help people with intellectual and developmental disabilities find out what Medicaid can offer them.

Through the Looking Glass, National Resource Center for Parents with Disabilities. Conducts research and provides training and services for families in which a child, parent or grandparent has a disability or medical issue.

Transportation Equity Network is a grassroots network of more than 300 community organizations in 22 states working to create an equity-based national transportation system.

United States Access Board Federal agency committed to accessible design.

United We Ride is a program of the Federal Coordinating Council on Access and Mobility (CCAM), an interdepartmental council that coordinates a variety of federal programs funding transportation for older Americans, people with disabilities and persons with lower incomes. CCAM’s United We Ride Internet website includes information on transportation-focused grant opportunities, state activities, resources, and strategies for coordinating transportation across agencies. A newsletter is also available.

Universal Design Alliance is a non-profit corporation committed to creating awareness and expanding the knowledge of universal design for all ages, sizes, and abilities to designers, builders, and consumers through educational programs, services, and resources. Members include design professionals, students, businesses, and consumers who want to share and learn about universal design.

Universal Design Online Charles Schwab Architects AIA site describes 52 plans for Universal Design “Smart” Homes for the 21st Century. Book and plans are available for sale.

Visitability Initiative Project has a 48-page booklet and online tutorial on making homes visitable.
